You can either use regular whipped cream, or make your own filling.
CREAM PUFF FILLING:
1/3 c. sugar
2 c. milk
2 tbsp. butter
2 tsp. vanilla
2 tbsp. cornstarch
2 egg yolks, slightly beaten
Mix sugar, cornstarch and eggs in 2-quart saucepan. Stir in milk gradually. Cook over medium heat, stirring constantly until mixture thickens and boils. Remove from heat; stir in butter and vanilla. Cool and fill cream puffs.

A cream puff is kind of a smaller version of an eclair. It is made by Choux Paste the is water butter and flour cooked in a pot until it forms a thick mixture and the flour absorbs the water then eggs are added. Later in is piped either into ball ( that can be profit rolls or cram puffs) or eclairs. Then once baked they are cut or injected with a cream which is generally patisserie cream or for th profit rolls it's ice cream center.

The bakeries in my home town use whipped cream made fresh that day.
Buy heavy whipping cream, add a sweetener (sugar, etc.) and whip until you have peaks or sweet, delicious cream.
Eclairs, etc. have a custard type cream but the original cream puffs are filled with whipped cream.
