can black or white magick ..have effects on someone who is false accused , or let's say someone who is innocent ...?

definately it can affect the person
but the mail thing is depends on the master's ability and the person who are being cast the spell on his or her luck

it depends on the extent and the energy that somebody puts into the spell.
however whatever is put out will come back to the caster.
