if you only have one key, you must take it to a ford dealer or a locksmith who can program PATS keys (usually $30 for the key and $40 for the labor but I've seen some as high as $100 labor) .. if you have two that start the car, you can bypass that...
(some older mustangs allowed you to program a second key if you had only 1 orignial, so you may luck out and only have to get the key)
basically cycle original pats key in.. count to 3 mississippi, pull key out , put new key in and cycle it and count to 3 ms (yes it's stupid but I find it's the easiest way to pass the 5 second delay when programming the keys).... then cycle off and out.. wait 30 seconds and see if car starts with new key... if yes good for you, if not will need Ford test tool to program.
Got 2 originals? same as above but you have two cycle two originals before the new key
and the remotes is about $50 from the dealer but ebay one for $25.00.... cycle the key on and off 8 times.. doors will lock then unlock.. push 1 button on each remote you want programmed then cylce key off.. all remotes should be programmed
and don't think about a Ebay pats key as some dealers won't program one from outside their dealer, others will do it, but anything wrong happens and it won't program, they won't warranty it and you still eat the $40+ labor charge

PATS Passive Auto Theft System it has a chip in it so no one can steal your car without the correct chip in key. go to ford dealer spend 35-50- bucks for one.

You already answered your own question. Your '98 Mustang uses a PATS key, which means you'll have to take it to a Ford dealer to have one cut AND programmed.

A key with a chip in my area runs about $35 (I went to a locksmith to have it made), go to your dealer they may be able to make one for you slightly cheaper. I just had to buy a new remote - it ran $100.

Its a ripoff. I have the same type of key you're referring to on my Cadillac. The replacement key cost me around $40. And I had to go to the Cadillac dealer to get it done.

You're right it does have a chip, you can only get it through a dealer. Been there, done that, did it.
