Because we still live in a primitive society, so we still need certain civil laws, rules, and regulations to govern ourselves under, apparently. In non-primitive societies(nonexistent on this planet) such laws are unnecessary, all beeings regulate themselves.
God knows that we need even our basic laws in place (like, prohibitions against murdering), because not all people everywhere are following the Laws of Love or are acting out of what comes naturally under the Laws of Love(which invlove things like compassion and a sence of unity instead of separateness from one another) . There is also no such thing as the 10 commandments, because God's Law is No Law. He requires nothing and there is no Hell or Purgatory.
We feel guilty for breaking man-made constructions because that's what we choose to feel. There is only one question of any relevance regarding this or any other thought. Does it serve you to hold that? In terms of Who You Are and Who You seek to Be, does that serve you?

Uh, yup, we do. Here in the US we have this really cool concept known as the separation of Church and State. That means that religion is not law and vice versa. For example, I wouldn't have expected that local speed laws should have been presented to Moses on Sinai, but they save lives, they were created by people with good intentions and we should follow them. In fact, a person who ignores man-made laws to do only what they think God is telling them is one way to define a terrorist.

yes because as society evolves we need rules to regulate what men can and cannot do.
besides the bible clearly says to obey the laws of man.
"render unto cesar what is cesar's and to God what is God's"
imagine a world without speed limits. and the chaos and death that would be caused. and that is a very minor law of man.
imagine a world with air traffic control.
worse yet imaine a world where people could just do whatever they wanted to to as long as their religion said that it was ok.

Would you consider this? The Bible is a history (genealogy) of the Jewish Bloodline; from Adam to Jesus.
It is a history of people who were inspired by God, people who were not inspired by God, and people who thought they were doing what God wanted them to do, and of course people who corrupted the original verses in order to build their Religious Empires.
Whoops! I always seem to miss the extra details added by the asker. - Well, I suppose you feel like the Bible is the word of God, instead of a compilation of historical scrolls written with a reference to God. I am a self-read Christian and I believe that except for the 10 commandements, Jesus' exact quotes in over 100 verses in the Bible are the only verses that I know for sure are the word of God.

Then you are going against the authority that God has placed over us.
the ONLY reason to disobey man's law is if it is direct violation with His laws and Scriptures. Other than that, there is NO Scripture to support your claim.

laws are there for everyone to obey. breaking most goes against morals, breaking others would mean endangering yourself.
laws are there to not only protect morals, but also people.
drug laws for example, are made because making someone dependant on adictive substances, gives another person, unjustified power over him.
