If it's a small bubble and the mechanism is still floating freely, it shouldn't affect the accuracy, because the air has so little friction.

If the compass is new, I'd take it back for a replacement, because:
a) it isn't esthetically pleasing
b) it might be slowly leaking liquid, and once it drains far enough, it will cease to function.
