Alhtough you can emulsion over most papers, I wouldn't recommend it because if it's been on a while, the seams will stand out like a mile.

Best to remove the paper and put on a blown vinyl (if the walls are bad) or lining paper and then paint after one or two days.

DON'T paint over wallpaper if you can help it. It IS possible, but not very smart. If... or I better say WHEN that wallpaper starts to peel, so does your paint. Paint stores sell a chemical you use to strip wallpaper. Do that first, then roughly sand your wall. The paint store will be able to tell you exactly what you need and how to do it. After that, put a coat of primer on and then paint. It is much better to do something right the first time... the paint job will last much longer and look a lot nicer.

Yes, but you need to scrape the wallpaper first and get all the loose paper off. Any loose paper will show up after the paint is applied and look like heck. You can use a wide putty knife for removing any loose paper on the wall and then paint over it. If the wallpaper had a design on it then you need to use a primer on it first.

A good way to test the paper before you paint it is to get a hot washcloth and hold it on the wallpaper for 10 minutes, if the paper bubbles after this don't do it, if it doesn't you should be ok using a latex paint. Of course depending on the texture of paper underneath you can get an ok finish, it's never going to look as good as if you stripped the paper. Good luck!

In my experience yes. I know your not supposed to, I suppose its to do with the paper expanding when whetted by the paint and thus causing airbubbles but I had no problem

- but then the paper I painted over was embossed so it may be hard to tell-( it was 2 years ago and I havent noticed air bubbles today!)

If I were you I'd test this by painting a square as though you would to the rest of the wall. Leave it to dry and see if there are any ill-effects such as air bubbles or the paint not covering the paper sucessfully or the paper being coated and the paint not sittinfg on it evenly.

Yes, you can paint over wallpaper. Depending on the paper you can use Kilz or another sealer, primer. You can texture the wall or leave it slick, whatever look you are going for.

Yes you can, but the next person to take down the wallpaper is going to be very angry. Once it is painted on it is very difficult to remove.

yes its possible but depending on the sheen of the wallpaper as to how it will produce a good end result

You can, but I wouldn't recommend it if you want a good looking finished product. You're better off stripping, washing, priming and painting. A lot of work, yes, but if it's your property, worth it.
