It would be best if you put the bbq sauce on during the last 15 minutes so the bbq its self could absorb into the meat and so the meat could taste better while you are eating it.

While you are barbecuing so it has a chance to seep into the ribs or meat. If you put it on too soon the flavor will break down and you will lose the intended flavor profile.
Of course you can put it on after barbecuing.

If you don't want your meat to taste like bbq sauce when you bite into it then you can just put it on a plate. If you want it to taste like bbq when you bite into it you have to put on the bbq sauce 15 minutes before your done cookin the meat.

If you put it on your steak while it's on the grill, two things will happen.
1) the sugar in it will carmelize nicely on the steak, very nice.
2) most of the sauce will drip on to your grill, carmelizing your barbeque, very nasty.
Dip or face a huge mess.

You can eat it however you'd like, but I always think it tastes better if you make cuts on your steak and add the barbecue sause while its cooking. the flavor just gets better that way.
