I need to make an apology to a guy I know. We have begun to develop a relationship and I want to begin with a clean slate. I told him yesterday that I needed to talk to him about something. His response was. "Then let's go to dinner tonight". I wasn't able to go last night, but we have plans to go to dinner on another night.

I think a general rule of the thumb for who pays is who ever takes the initiative to ask the person out pays. So I'd say he pays since he asked you.

I don't think it's considered a date...if that even matters. You asked for the meeting...you pay.
