Well, I checked out prices in Montreal for rent. It is cheaper. But in Toronto, I would think you would get a lot more for what you pay for. I'm planning on moving there because of the fact that they have so much going on there.
Maybe Calgary? Everything is cheaper there, because of the whole tax thing. But it's a young city and it's booming at the moment, so it's not as established as Toronto or Montreal. But it will definately develop and flourish even more as time goes by.
Vancouver is pretty much for rich people at this point. If you're an average working person, it's really hard to make a living here. So many people my age still live with their families here because rent is so high and it's just a lot cheaper to stay with family. And public transit is horrible. Not as good as the east coast.

Ottawa, mostly English unless you try to get a Gov't job, transportation is good, highway never too busy even in rush hour, cheap rent in some areas, not much major crime, lot's of touristy things to do, festivals, sites etc. In the summer you have Blues Fest, Tulip Fest, each morning the Changing of the Guards on Parliament Hill, boating on the Canal, War Museum, National Gallery,
Winter, there's Winterlude, skating on the Canal, plus you can go over the border to Gatineau to Gatineau park. Close to Montreal if you want a getaway also far enough away you don't have to deal with em all the time, still close enough to Toronto to visit but again far enough away....

Both Ottawa, the nation's capital, and Quebec City are wonderful tourist destinations. Both are clean and safe.
