In seismic zones construction sholuld be made up of light materials such as plastics, panels and others. simillarly there are specific designs to reduce the damage if earthquake occurs.
dont go for high and multistorey buildings in this zone.

Good question that I saw on the news about 4 months ago. I don't remember where it was but a school was hit hard by an earthquake and almost completely destroyed but NO ONE was hurt.
Why? Because they had a plan. That is your answer. The school had prepared the students with test runs and their warning system was up to par. The students, knowing what exactly to do by the many test runs, all listened and followed instructions without chaos and fear.
Having a practiced, prepared plan saved their lives.

first and foremost thing is the structure of the building.it must be made from shock resistant material.other than that the schools should conduct frequent mock drills.for making the students and teachers prepared for disaster.the school should be in touch with the disaster management teams.

Create and enforce the appropriate building codes.
Then set a time limit for specific types of building to be upgraded to meet those codes - or they get torn down.
