Sometimes I make the smoke alarm go off at random times and we practice getting out of the house and meeting in our special spot. I try to do it every month so they get used to it and won't freeze up on what to do when a real fire comes. I made fake fire and smoke out of cardboard and when we do our tests, I hang the "smoke clouds" from the ceiling and place the "fire" in random spots around the house. And when the alarm goes off, I ask them questions as we try to exit the house. For example, if the fire is placed next to the door, I ask them if I should touch the knob to open the door; to which they say no cause it will be hot. Also, I sometimes move the fire on our way out so it will touch one of them. That way they learn the stop, drop, and roll.
It's very important to keep things fun like it's a game or they will end up being too scared and won't want to participate. Another fun thing we do is visit our local fire department to see the trucks and the suits the fire fighters have to wear! The kids love this!

Teach them: how dangerous fire can be, i.e playing with lighters and matches; STOP, DROP, ROLL; The Number to 911 (practice calling this from an unplugged phone); Perform Fire Drills in the home; The Importance of Smoke Dectectors and what they mean; Also teach them to report situations to an Adult. You should take them to your local fire station and let the fire fighters answer their questions and give them a demonstration and how important it is to have a plan and meeting place in case of a fire.

my kids are not old enough to even know what fire is, but in my town, the firs department goes around to all the school twice a year and talks to the kids about fires.

point out the importance of smoke alarms and their function.
visit a local fire department, alot of schools have tours there, and the firemen know how to talk the 'kid' talk.........

Your best bet is to let them feel fire with a ligher or such.
Pain triggers a fear and respect. This will allow them to recognize the dangers.
