Uh Yeah. No question asked about that one. Even if he wasn't blind I'd tell him he dropped his wallet. Lets have some decency people. Wouldn't you want someone to tell you, if you dropped your wallet?

Dude, that would be so messed up if you stole from a blind man. I'd gaurantee that something devastating would happen to you, maybe even blindness. It kinda depends on karma.

No, I wont tell him but I pick it up and give it back to him. You cant tell him and expect him to find the purse on his own, he is blind.
