I wonder if you are speaking of load shedding. Often when main power fails, secondary power feeds only critical loads. In this cans, a contactor (relay) maintains power to unessential loads when primary power is on. When primary power is lost, the contactor drops out and has to be manually reset. The secondary power supply then serves only critical load.
