Depending on the breed, there are many reasons for this.
allergies, blocked tear duct, droped tear duct, something in the eye, infection ext..
The breed of the Dog, Where you live, How the dog lives ext.. plays a role in what the reasons could be. If this keeps going on for a period of time and you have checked the eye for something lodge , and the eye is clear, ext.. I would suggest taking him/her to a vet just to check and make sure there is no infection or anything that could/ would cause damage. ( as long as your dog isn't a breed type where this is normal for the eye(s) to weep)

If it is a flat-nosed dog (e.g. Pekinese, Pug, Lhaso Apso, Shi Tzu, etc.), it's probably because flat-nosed dogs have collapsed tear ducts. Therefore the tears stream out of the inner corners of the eyes and leave a residue there.

eye boogers, everyone gets them, even us humans, dogs will get them more for putting their face in the dirt, it's good stuff, black is a good thing, means they are getting dirty and taking care of themselves
