Every opera lover has his/her favorite singers, and as with everything dealing with the arts, these choices are always a matter of ones particular taste. So, here are my picks:
The Men (in no particular order):
Luciano Pavarotti
Placido Domingo
Samuel Ramey
Fritz Wunderlich
Thomas Allen
Jose van Dam
Benjamin Luxon
Dietrich Fischer-Dieskau
Hermann Prey
Kurt Moll
The Women (no particular order):
Cecilia Bartoli
Lucia Popp
Gundula Janowitz
Elizabeth Schwarzkopf
Marilyn Horne
Edith Mathis
Kathleen Battle
Christa Ludwig
Mirella Freni
Veronique Gens
I am going to be very interested to see other people's lists.

RE:
who are the 10 best female opera singers and 10 best male opera singers, as far as perfection of technique?
I need a list of 10 male and 10 female from someone who REALLY knows all about opera. Thanks!

It certainly is a matter of taste. I don't know how many "arguments" I've had with folks, professional or otherwise, about Maria Callas!
My list includes:
for the women
Renata Tebaldi
Mirella Freni
Jessye Norman
Christa Ludwig
Leontyne Price
Ann-Sophie von Otter
Fiorenza Cossotto
Birgit Nillson
Kirsten Flagstad
Ghena Dimitrova
as you can see, all heavier voices, not a coloratura among them.
Fritz Wunderlich
Ramon Vinay
Beniamino Gigli
Enrico Caruso
Jon Vickers
Hermann Prey
Renato Bruson
Gottlob Frick
Hans Hotter
Boris Christoff
and the men's list could go on for a lot longer.
To really answer your question about perfection of technique is beyond me, though, and I've been singing professionally for 25 years, and teaching for 7.
You might want to ask a member of the NATS, which is an American society for singing teachers. They might have cobbled together a top ten of technique.
Best wishes

The lists already are good but I would add...
Monserrat Caballe
Elizabeth Connell
Joan Sutherland
Birgit Nilsson (great Brunnhilde)
And I'm sorry but who said Andrea Bocelli for technique? Come on!

Enrico Caruso - Certainly one of the historic greats
Women:
Victoria de los Angeles - Fabulous singer
Joan Sutherland
