What method(s) might you use to desalt the water for a large population where energy is plentiful?

I would go with a distilled system. It seems like it should be pretty easy to make a large inverted cone over a shallow, heated holding tank that could drop the distilled water into an elevated drain in the center.

something with same concept as room dehumidifiers that home depot sells.only all parts made os stainless steel,pyrex tempered glass.could also be used to recycle pee
