Germany. Fortunately, the Allies kept Hitler too busy to spend the money to develop them properly or in time.
Germany's nuclear experiments were less than a year behind America's. Germany's ships were much heavier than any Allies (Bismark for one). Their V2 rockets were developing radio control guidance. Germany's U-Boats were produced by the hundreds. Germany's Jet fighter was a success except for cost and time to production. etc..

Actually the Germans did at the beginning of the war. They also had plans for very advanced weapons but were unable to complete the manufacturing of them because of our bombing!
We did catch up, but at first our tanks were no match for theirs, our rifle was of WW1 vintage, some of the ammunition did not fit the guns that our men were issued, just a few of the problems we had to overcome to beat the German army, also their army was better trained than ours, they had years of fighting in back of them & we had none. We were all fresh in the art of killing. They were not! As for the Atom bomb, Germany was further advanced than we were, hence the need for the German scienctists to complete our bomb. Verner Von Braun was not the only one we were able to get before the Russian's got them!

Germany was leading the way in military technology, right up to the point that A) Hitler went nuts and B) we bombed all their resources.
After that, we had the edge.

hard to say -- the germans were developing the V2 rocket and already had the first jet plane -- but The United States beat them to the development of the A-Bomb..
