Yes. Scholarships are instituted by many private entities, each one making up their own rules. You can have a scholarship that accepts applicants who do not have a house...or you can have a sholarship for applicants who eat only vegetarian! Pell grants and loans are another matter, however.

i got a full tuition scholarship (merit based) from uc irvine, and my parents own a house
