84 Dodge Ram Pickup Problem.?

My gas gauge in my 84 ram works only when water is splashed underneth, any ideas what wrong.

Either a bad wire at the connector leading to the tank, (This connector is on the left front of the tank), or the tank has lost its ground wire.
