According to the Levitical Law, that is true. The High Priests were required to approach the Ark of the Covenant every year. No imperfections were allowed.

This was the old covenant that was done away with at the cross. (The 10 comandments are stil in affect) Matthew 5:18 - For verily I say unto you, Till heaven and earth pass, one jot or one tittle shall in no wise pass from the law, till all be fulfilled.

All may come to the spiritual throne of grace and recieve christ as their saviour.
Hebrews 4:16 - Let us therefore come boldly unto the throne of grace, that we may obtain mercy, and find grace to help in time of need.
