are there any softwares out there for disables people have a cousin who wears hearing aids and cant talk. what would be suitable i mean something like office im sure would be too boring for her

I don't see why Office wouldn't work from what you've said. Unless you mean how to instruct her? If that's the problem, well it's really something she should experiment with. You don't know if she'll like it till she tries.

She might like a paint program, like Microsoft Paint, or Paint.net.

If she doesn't like computers after a month or so, maybe computers just aren't for her.

There are a lot of games that not require sound, and if feel boring, go to yahoo messenger, or IRC, enter chat room. All to do is typing and see what other people type.
