If you were in charge of choosing a winner, what would you want to hear about/what would "make" your decison easy.

Here is how I'd do it if I were you:

When I heard my teacher might get an award, I knew I could help that happen by telling you why 'whatsername' is so special and why I like 'whatsername' so much

Then you have to say, in your own words, the things your teacher does, or how s/he acts, or how s/he understands, or how s/he motivates you (or the class), or exactly what is is about them you dig. Does s/he use humor? Is s/he patient? Is s/he a really really good listener that makes you feel important? You have to find a way to express your feelings in words, and tell WHAT IT IS that was done to make you feel like that. It's important to be really specific, giving examples as much as possible. You can also say that because of that teacher you feel like you want to do certain things (what?) or become something (writer? veterinarian? actor? singer? doctor? a teacher?). All of the ideas you've been inspired to think about count here, and you can include stuff like that. Have you been influenced to try new things or to look at stuff you thought was boring from a different perspective, thus having an experience you didn't think you could have? You have to give your personal story about why this teacher is so great and different from others.

You're wonderful for doing this. Put all your guts into it. Good luck and congratulations to your teacher.

Say how your teacher has been a benefit to your learning and personal development. Also don't forget to mention what the teacher does for the whole school, not just the class... does the teacher do school clubs, help in the community etc. That's the sort of thing award nominees do.
