1) her best friend on valintines day tells me to ask her out and 2) she looks at me and i look at her 3) her friends look at me sometimes.so what do i do i mean does she want me to make the first move?

Haha, aww, you're 12 years old. I would say wait 4 years before you actually 'go out' with someone - seriously. You're way too young for that, haha.
But in relation to your question - duh! Of course she does.
1) She was shy and her best friend volunteered to 'subtly' ask you to ask her.
2) She looks at you because she thinks you're nice to look at
3) Her friends look at you because they were probably just talking about you with her
