Yes, I have followed it for a long time. It is actually a very old idea that is prevalent in Buddhist teachings:

You do not have to try to maintain this state, if you are happy, then everything good that happens will make you more happy, an everything bad that happens will teach you a lesson, and then you move on...

Well, I do not differentiate between this law and what is right for me.
I make it a point to have a happy moment or day every time i wake up from my bed. I also make it a point to have a positive attitude towards myself, life and other people.
In doing all these, big or little problems or negative things that come my way are often resolved or thought through and some answers are found for even the most difficult or hopeless situations.
It's not always 'rosy', but it helps.
If you make this a part of you life, no one can put down a set of rules or laws for you to follow since you might have made that a part of your life already and may be doing them without even realizing it.

it is harder to be sad
being happy and possitive becomes second nature after some practise
and when i am happy ... those around me are happy
and when those around me are happy ... i am happier
it just gets better and better

just because i am happy does not mean i dont learn from suffering ... but i accept what i have learned and move on
