Audacity, allows MP3, WAV, and OGG, at least the version I have does. I'm not sure if there is a newer version. But it also allows you to layer sounds, and lots of effects.

Audacity, it has instructions online but you can record through your video card (stereo mix) or microphone (microphone) from a drop-down box in the top right.
