I have recently had the same problem. I moved from Florida, to Tennessee. It's probably not as dramatic, but I have sensitive skin to start with. I swear by Eucirin (SP?) lotion. Take oatmeal baths (use Aveeno). For cracked/bleeding spots, use lanolin. The easiest way to get that is to use Lanisol. It's made for breast feeding mothers' nipples. Works great!

Drink lots of water and moisturize often. One really good thing to do is put lotion on all over your body as soon as you get out of the shower. It helps trap in all that moisture that showers normally strip away from you. To keep your hands really soft, rub a bunch of lotion into your hands, then put on latex gloves while you do the dishes. The lotion combined with the heat from washing dishes in that warm water works like a spa treatment for your hands and will keep them soft as silk!
