I would think he is too forward and doesnt have any couth at all. He just approached you based on your appearance ....... not knowing anything else about you. He has no business asking for your number or your name, for that matter.. If you think you might be interested .....tell him where you may perhaps attend a public function ..... and see how he acts there/ Maybe you can ask for his number .... and only call him ... while blocking your own number.
