Yes they can, You can call Financial Management Services at 1-800-304-3107 to see if an offset has been placed against you for the State taxes, FMS is the agency that directs the IRS to offset your refund

According to the IRS link below, the answer is yes. Federal refunds can be reduced and offset to pay past due state taxes. Current state taxes would not be deducted. They would not know the amount on time to request the offset.

they sure do. i owed a few hundred dollars from last year, but i am getting a positive amount this year. they automatically subtract what you owe from what you are getting.
for example, if you owed them $200 from last year and are expecting +$1000 this year, then you would end up getting only $800 total this year.
