There have actually been studies demonstrating that the more a girl laughs around a guy, the more she wants to date him.
Since you like her, I'm assuming you can make her laugh. If this is true, ask her on a date. However, don't make it a "friendly" date or you might confuse the situation and wind up as friends, even if both of you wanted more to begin with. Trust me, I see this happen all the time. Make it subtly romantic - even holding her hand briefly while crossing the street is enough, but if there isn't anything physicial eventually she'll assume you don't see her that way.
If she doesn't laugh with you, don't sweat it and move on. It's not worth forcing something that isn't there.

well if she is flirting with you in front of a certain guy(s) then she is using you but if she is just with you to have fun she may think you of as a friend or more it all depends on how she acts towards you so i hope that helped a little bit
