She is not being rude, she was just trying to be friendly by getting to know you.

If it is an unusual name she may just be genuinely interested in the meaning behind the name. If the tone of voice was condescending, then yes, it was rude. However, if she was curious, then probably not.

My daughter has a slightly unusual name, every time someone meets her they comment on her name. She'll suffer with it for the rest of her life.

Sometimes people forget their manners in a new situation. She may have felt a bit intimidated at the moment, perhaps a bit unsure of herself.

Try to forgive the first impression. Hopefully you two will be good neighbors.

No, that's not rude at all. It's nice to know the person's name that you are talking to. How else would you go about it? It sounds perfectly normal to me.

I don't really think it is rude. It may have sounded nicer if she had said, "Hello, I am "insert her name here. Nice to meet you." Then you could have given her your name.

It's best your neighbour knows your name instead of refering to you as 'hey you'.

It means that she doesn't know your name, and would like you to tell her what it is.
