The Department of Treasury's Financial Management Service (FMS), which issues IRS tax refunds, has been authorized by Congress to conduct the Treasury Offset Program. Through this program, your Federal tax refund, or the overpayment you asked us to apply to next year's estimated tax, may be reduced by FMS and offset to pay any past–due child support, Federal agency non–tax debts, or state income tax obligations you may owe.
Parking tickets are usually due at the city or county level. That does not appear to qualify for the Treasury Offset Program. If you were parked at a Federal building, it might qualify, but I doubt it.

Traffic tickets issued within a city is handled by that city. Those within a rural area, interstates, et cetera, are within the jurisdiction of that county and state.
And, NO, the it will not be held out of your income tax but you could pay the tickets with your refund.

That is possible but not too likely. Any debt to a government can trigger capture of your tax refund if the governmental agency filed it with FMS.
A far more likely outcome would be loss of your license or confiscation of your vehicle and / or tags.

Unless the parking authority has filed a lien against you, the answer is no. However, you can still lose your license and be sent to jail for not paying. If nothing else, contact the agency and see if they will set up a payment plan for you.

In DC they don't. They simple makeyou pay the tickets befor you can do anything at DMV. But they don't take your refund.
