Do I need to have hot tea everytime to disolve the packet? Also how long do you leave your packs in? Do you have any tricks to get the most tea out of a pack?

Yes, tea brews best in hot water. The heat allows the oils in the leaves to be released.

The ideal amount of steeping time and water temperature varies with the type of tea used. Generally, one should use water that has almost come to a boil. (steaming but not bubbling hot)

If I want to use a teabag twice, I steep it no longer than 3 mins.

If you want cold tea, it's better to make it with hot water and then put it in the fridge. Don't put it on ice, that'll just make it watery.
The length of time you leave a tea bag in depends on how strong you like the tea and what kind of tea it is.
If you only leave a tea bag water for a short period of time, you can use the same bag two or three times and get decent cups of tea. Or you can use three times as much water and one tea bag and either refrigerate the remainder or reheat it. It's easy to get a few uses out of one tea bag, I do it all the time. It works better with darker teas (black and red tea) than lighter ones (white and green tea) because the tea is stronger.

It will steep in cold water, but it will take much longer. Leave it in the water until it gets the brown color. Can't help you on the most tea issue...I've tried using the same tea bag twice and it just doesn't taste very good to me. It just doesn't let out enough tea the second time around, but it could be because I like strong tea and coffee. It might be okay for someone else, though.

The heat speeds up the dissolving of the oils in the tea bag,, cold water will be really slow. Most tea makers recommend 5 mins in water just boiled. use once and throw away.

Take it from an english woman ( you know how we like our tea) the tea bag needs to be steeped in boiling hot water for at least five minutes. I f you are making iced-tea then use this method then pour over ice cubes and leave to cool then add flavour such as lemon or peach. If keeping hot, use milk and sugar or just milk or even honey unless it is green tea then i would recommend just honey

I think drinking boiling water will certainly cut down on how much you eat afterward.
