it more of a feature of ur mouse and its application. You can purchase a mouse (like logitec) that has a third button or a wheel button (u click down on the scroll wheel) that u can then assign it to be a *double-click*. It will actually mimick a double-click for u.
that said, i have tried one and it works *most* of the time. Usually it doesnt work inside apps like Visual Studio or other IDE, but for trolling the net, etc, works cool...

Open My Computer -> Tools -> Folder Options.
Under General Tab -> Click items as follows section,
select the first option to SINGLE-CLICK TO OPEN AN ITEM.

no... by default, the first click selects whatever your double-clicking (icon, folder, ...) and the second click
one click is not possible
However it is a feature when clicking a link and stuff like that
