My neighbors just adopted a new dog about 1 month ago. He doesn't look full grown yet, but not a small puppy either. They leave him outside all day, and from what I can see (there is a 6 ft privacy fence seperating our yards) he has no shelter. He is outside in the rain and the cold all alone and he cries and howls and scratches on the door all the time. And everytime I go outside with my 2 dogs, he tries to get through the fence to play with them, like he is excited for the company. I think He is let back inside in the late evening and over night. I don't know if he has food or water. Is this neglect, and who do I call to report it? I feel in my gut that this is very wrong...

That is neglect. The first place I would start would be to call your local animal shelter. They will at least send you in the right direction.

The non emergency police line should also help.

A tip -- video tape the neglect or it will be hard to prove anything!

well, does the dog have food and water? if not thats pure neglect.
even if he does have food and water, the owners still arent being responsible; it's faliure to provide shelter for the dog.
i agree that you should phone an animal shelter or the police. if you think its super urgent, call the police. if you know which animal shelter they adopted from, phone there. they will most likely come and tell the owners proper care, but if it continues and they still neglect, phone them back and they will take the dog in again to have him ready to go to a better happy home!

i am not sure if that has made it into the neglect category, especially since you "don't know" if he has water, food, shelter. my dogs spend about 9 hours a day wih me at work and sleep inside but they are still excited to meet other dogs...(gregarious..look it up). before you call anyone, get more facts

if ur in a big town and they have like a animal control they should be able to know what to do with it and if u ant in a big town like me we have to call the cops not 911 the normal # to the station if u call 911 and it ant like someones dieing or hurt or somethin they can fine u hope that helps
