I think most pool balls would be made from colored plastics, so they're not painted. In that sense, whatever color they are is how they started. Check the link below and you'll see a ball with part of it cut away. It's colored all the way, not just painted on the surface.

They are painted all the way through, and not just on the surface. This is so you can only see one color. After repeated use, the balls become chipped(haha). They would become odd colored and would look really cheap.
