What you should do is gently hold him away from you and look away from him. At the same time, in a firm tone of voice (but not yelling), say "Stop!". or "No' You may need to do this several times.
Another thing is that you should mentally handicapped, not as a "Retard"...
This person has obviously learned that this is a good way to get attention and if you look him in the eyes and make a lot of noise, that is just what he wants. So don't make eye contact, respond quitely, and block his advances. It may take a while, but he will learn that licking is not a good way to get attention from you. Above all... be patient. He will probably be very persistent.
BTW... Be grateful he don't bite.

I'm not real sure what I would do. I guess I would try to remind myself that they are not all there, and try not to get upset or mad about it. Than I would just go wash my face. It would also depend if I knew them or not. Was it family, friends family, or just someone who came up to me in a store.
