Rumors said that there is a pokemon that said to be the creator that is to appear in pokemon Pearl and Diamond. Maybe that pokemon created the pokemon and then they evolve.

I thought they all just came from the moon on the Moon Stone. The Japanese aren't real big on a single creation.

They did indeed evolve.
