looking for what has to be done in order for someone to sell a vechile to you. meaning, inspections and what not. and if someone sells you a vechile that it has to be able to pass a missouri state inspection.

Those would be statutes.
I live in KCMO and know that in Missouri, buying from an individual is on an AS IS. meaning it is up to you to satisfy your own questions by taking the car to a shop to have it checked out before you buy it. Now if they will guarnatee it will pass inspection and the stability of the mechanical then have them sing a 30 day 3,000 mile warranty.....If they won't the decision to buy is up to you. I know they won't

An automobile having to be able to pass inspections is only applicable to car dealerships. Individuals do not have to abide by this law. You do however, have to have a bill of sale, showing date of sale, dollar amount, name of seller, name of buyer, and it must be presented to the DMV. Failure to do so gets you a hefty fine.

About a quarter of the way down is a section titled "Plates removed on transfer or sale of vehicles--use by purchaser --reregistration--use of dealer plates--temporary permits, fees --credit, when." It talks about what happens to the registration and license plates when a vehicle is sold.
