If he is going to go home with constant pain and on pain meds he is not having a happy life.
If the surgery will fix it I would see if you can make payments.
If it were you what would you want your owner to do?
Try not to think about your quilt regardless of your decission. There is something really bad wrong with the dog, what would be best for him?
I hate to even say this but there does come a time when you have to think about the quality of his life. If he can be fixed and your vet can let you make payments then do that. If it is way beyond your means and you see not other way................. Sad to say that it might be best for him to go to heaven. You don't want to see him in pain day in and day out, think about him and what would be best for him.
I know this is a hard decission but it has to be made.

If an answer doesn't sound like some smartass did it, don't criticize us, we're just trying to help. Not everyone is going to give the best answer, but it doesn't mean they're an idiot. Watch your tone. No need to cause issues. You have an old pet, so care for it as best you can, but if you can't really afford the surgery, continue loving it and caring for it as best as you can. There is this show on TV that goes by an acronym, about 5-6 letters long. They seem to take care of things like that. I'm sorry I can't recall the name, but keep your eyes peeled on the tube, 'til that show and name pop up. You can contact TV stations and ask about it.

Ask your vet's office if they have any suggestions for different things you can do. They may offer a payment plan, or put you in touch with a specialty breeder organization or beagle society who can help you out.
If you have a local university with a veterinary program, they may also have advice or have different care costs for such things, given the chance for teaching theater surgery.

Talk with your vet. There is now pet insurance available that may help. Also many vet offices take payment plans or also have funds set up to help with patients in need who have limited income.

Look up "friends of animals" in your area, they may be able to help you. Also, call your local shelter or humane society. I wish you the best of luck. Oh, one more thing, maybe you could find a vet that will take paymentes?
