For sure, no problem. Try to use a hammer drill. Ask around to your friends if you don't own one or rent one from the local Home Depot for a few bucks an hour. The hammer drill makes the job an absolute breeze and the concrete drill bits last longer (more holes) without getting dull on the head.
I suggest using Tapcons as your method to affix whatever to the wall to hold your shelves (brackets or a wood rail or...?)
You can get phillips heads and use a drill with a phillips bit on it or you can get hex heads and use a socket to screw them in.

You'll have no problems at all, but use a masonry bit. The only thing you need to watch out for is that you don't go too deep. Not a huge deal, though, because poured basement walls are anywhere from 8 to 12 inches thick. Just thought I'd mention it in case you got some sort of alien masonry bit! Good luck and be sure to wear a mask when drilling masonry in an enclosed space!

You need a drill bit designed for concrete. Once you have that it is a piece of cake. You two can handle it easily. These bits are inexpensive. Goto a hardware store and tell them you need this bit and that you want to put screws into concrete. I forget what they are called but they will give you a tapered plastic piece with threads on the inside. You pound the piece into the holes in the wall and then screw in the bolts you plan to hang your TV on. If the concrete is old and crumbling don't hang your TV on that wall. Build a VERY think entertainment center that is similar to a picture frame on legs. Bolt the legs to the floor so it doesn't topple..that way you won't need a wide base at the bottom..that would defeat the whole concept of a thin TV.

If the walls are below ground level, and you live in a moist or rainy area, do not drill too far into the wall. If you pierce the protective lining, it'll leak. Also, patch around any holes you make with sealant. You don't wanna leave any routes for insects to get into your home. Other than those two considerations, no problems at all. As long as you are thinking of drilling right through the wall there is no problem. This is what concrete anchors were made for

No. I've done it many times with a masonry drill bit od one of those blue screws made for the job.

Shouldn't be a problem at all as long as you don't drill near the vertical lines that are there.

listen to sixkidsanda. that's the best way to do what you want to do. only thing that i would add is consider a support to the ceiling if you have heavy items on your shelves. good luck, hope this helps.
