I connect my camera to a TV and get live video so can this device capture and send the video to Skype for teleconference?

No. Easyshare cameras are digital still cameras. They take one picture at a time and save it to its memory card for later downloading. At best, you can take one or two pictures per second.
Web cameras take continuous low-resolution pictures and stream them to your computer, typically at a rate of about 15 frames per second.
The gizmo you're looking at is a TV tuner that receives broadcast from the air and record or play them on your PC.
If you want a webcam, you can pick one up from almost anywhere for a lot less than the cost of this card.
