I'm pretty tiny from my stomach up. But the lower part of my body isn't really in proportion with the rest.
Doing leg, thigh, and hip exercises doesn't seem to help. Any suggestions?
I have time to run at the fitness center near school. But I won't unless it's going to help reduce the size of my lower body.

And when I use the word "help," I guess I really mean will running take of the problem. Will there probably be a drastic difference or a very slight and unnoticable one?

Oh, I guess I need to reduce body fat in those areas without becoming bulky. And the exercises I've been doing are from a pilates dvd.

you don't mention your sex or age...so the answer is somewhat difficult. If you are male: running, swimming, jump roping, and biking should help. Weight lifting can help as well because it boosts your metabolism, but if you lift a lot....you will build your legs to a bigger size. If you are a young female: the above answer should suffice. If you are a post childbearing female: it gets a lot more difficult. The female body stores a certain type of fat in the upper legs and butt that are mobilized during breast feeding to raise the fat level of breast milk. Once you are done having children, it is much harder to free up that type of fat deposit. IF you are going to have more children, make sure you breast feed them AND exercise the lower muscles. This will help reduce those areas at a time when your body can easily mobilize those fat deposits.

everything 'helps'.
running is GREAT cardio which increases metabolism and helps burn stored fat. it helps turn your body into a better machine. this affects your whole body top and bottom. it's wicked. but also can be hard on the body so get good shoes and start as a reasonable pace depending on your fitness level.
targeting your lower body may be more difficult. those exercises you are doing may increase muscle mass underneath fat which will make these areas larger in fact.
what u inherit from your family gene pool also plays a role. beware of unattainable and unrealistic ideals. find a happy and healthy middle ground.
