USA was the first to use more then 2 number system and give 5 digit system to make sure the mail can reach the place without confusion. India had at one time 1000 Gangapoor villages.
Even within the states there are small town with same names or similar names add to that slip of the pen or spelling error and you have a big challenge, but zip code had by and large resolve this, since that time they have added a "-xxxx" to 5 digit code.
