Both. He had the choice to betray Jesus or not. He decided to do it. God also knew that he was going to betray Jesus, so Judas was destined to betray Him. Although, also he had the choice whether to do it or not.

Judas definately had free will. Satan got to him long before he betrayed Jesus. He had been stealing from the poor box way before he sold Jesus out.

There is a group that says that Judas had to do it so that Jesus could die for our sins, and that Judas should be honoured not despised.
It's an ongoing debate. Nobody really knows the answer.
