Developing photographs is a long process if you have to do it by hand. It's done in a darkroom so as to keep the film from spoiling. The first step involves dunking the roll of film (negatives) into a solution which stops further exposure. Light is shown through the negative onto a piece of paper (the picture) which is then run though several solutions which bring the picture out.

It's 'developing' and means using special solutions to reverse the polarity of light-absorbing substances imbedded in the photographic paper as a result of taking a picture which captures an image and translates it into light waves.

In photography, you take the film in your camera and you have it "developed" into pictures. So here it means to "turn it into".
