Using your example, adding the year to make the real date would be 23+2007= 2030, not 23. You should really add the digits
2+2+1+2+0+0+7 = 14 or 1+4 = 5
Of course, 23 is really 2+3 = 5. In numerology you keep adding the digits unless you get 11 or 22, so 23 is not valid there!
Just where did this come from? Oh yes, a third rate film trying to sell tickets. Now that is scary! Actually what is really scary is so many people believing it.

No, 2-21 != 2+21. 2-21 = -19 != 23 = 2+21

First, I'm no math wiz but something seems off about your math don't you think? (2-21=2+21?)
Second, yesterday was February 20 what does that add up to?
Tomorrow will be 2/22
There is nothing interesting or odd about none of this.
