i stay in a hostal and in the canteens only spoons and forks are provided. So according to proper table manners one should use the fork to eat things like rice and the knife for cutting.

So in this case when only spoon and fork are provided whats the most decent/correct way to go?

If you are in a hostel because you're traveling, they may expect that you would have your own multi-purpose tool with a knife (swiss army, etc.). I don't know their menu, but is it possible they serve foods that wouldn't ordinarily require a knife (stews, pasta, sandwiches, etc.)? Otherwise, as my grandma used to say at picnics, "Fingers before forks..."

If you're staying in Hostels, table manners should be low on your priority list!

Use what's provided and eat.
