The lottery is a random drawing. How exactly is software going to predict the numbers?

Anyone willing to send you "lottery prediction software" is a scammer. Not only is it impossible, think about it: if you developed a system where you could predict the lottery, would you use it and make millions, or sell the software to people on the internet for $50?

If they really worked, I wouldn't have to earn my living by answering these questions. Wouldn't the first user just keep winning and winning and be a big name in the news?

You have to play to win. The problem is knowing what your limitis are and if your strong enough to control them.

I just earn another $15.00 for answering a question...I'm rich!

Sure that's how the people who sell them get rich quick. You on the other hand, just get a little poorer.
