The spokes for the 21 inch wheel is 3 1/2 inches shorter. 28 - 21 = 7 divided by 2 = 3 1/2". Spoke length can very by the size of the hub. The spoke length for the 28 inch wheel would be closer to being 13 to 13 1/4 inches long. The spokes for the 21 inch wheel would be 9 3/4 to 10 inches long. No daddy didn't fix my bikes , nore the bike shop. I did it my self and learned the hard way with no one to show me, It was either I fix it or I walked. .

about 3.5 inches.

Spokes are approximately radii, the radius of a 28 inch wheel is 14 inches. The radius of a a 21 inch wheel is about 11.5 inches, and the difference is 3.5 inches.

Now mind, actual spokes are not really radii, and actual spoke lengths are measured in mm, so don't try to go to your local bike shop and buy spokes this way.

The spokes connect the rim and the hub. They help the load of the bike. This appears like a homework question. So even nonetheless i understand there is extra, it rather is all i'm answering.

You need to know if it a 32 hole, 36 hole, whatever; Also you need to know if it a standard hub or not. Then you have to specify if you have 2 cross, 3 cross, 4 cross, or radial lacing. Also there might be 2 cross on one side and 3 cross on the other or any variation of it.
