If you're using photoshop, use the threshold (under adjustments) tool to create the solid black and white look. Then using the color select boxes on the tools bar, put one of the colors you want in the foreground(in your example its red), and the other color in the background(Grey). Then use the gradient map tool (also under adjustments) which will turn the black and white to the chosen colors. For the threshold tool to work well the photo you use should have a strong light source, and dark shadows. Hope this helps!

It is called solarization, you can create this effect by flashing the light while you are developing the print. Not too long though, just for a couple seconds. I know how to do it, but its hard to explain, so here....
SOLARIZATION - Print solarization occurs when a photographic print is partially developed, then exposed to white light before the print is completely developed. The effect is a reversal of all or some tones - i.e. some of the image appears to be positive while other portions of it appear to be negative. (Note: Some darkroom technicians obtain the effect by first completely developing the print, then exposing it to white light before immersing it in stop bath.) Black and white and color films and papers that are based on silver halide emulsions can also be solarized.

Hey EP,
Turn the image to Black and White, and change the Black to red. Mess with the Balance controls, turn down Green and Blue to nothing, and Red to max. You should see similar image.
